Recent Litigation
In 2018, Mr. Murphy was retained to represent the Board of Revision of Taxes of the City of Philadelphia, in connection with suits by commercial property taxpayers who challenged the constitutionality of a 2018 reassessment made by the City Office of Property Assessment. The Commonwealth Court held argument on an aspect of that litigation in September 2019.

Previously, Mr. Murphy and co-counsel Howard K. Goldstein had successfully represented BRT officers in Meade, et al. v. City of Philadelphia, 65 A.3d 1031 (Commw. 2013)(striking down an unconstitutional pay cut during term); and in BRT v. City of Philadelphia, 4 A.3d 610 (Pa. 2010)(enjoining an unlawful ordinance which would have totally abolished the BRT).
